The project site is basically rectangular and narrow from north to south, located to the west of Xian'an Road, with the Shenghu East Road to its west. It is arranged along the urban main road, avoiding a sense of instability. The municipal library is planned to be constructed in two phases. In the design, the first phase of the building is arranged on the north side of the site, and the second phase is on the south side. The entire design is centered around the first phase building, with the second phase as the secondary element. In terms of space form, the first phase building is composed of three structures stacked together. In terms of layout, it fully considers the integration with the environment. Through an elliptical gathering square and the main entrance of the first phase, it jointly forms a focal space in this scheme. This space becomes a spatial element that unifies the entire first and second phases of the buildings.
