The architectural form is designed to be square, practical and conducive to ventilation. The regular north-south layout is beneficial for lighting and ventilation. The buildings are arranged along the lake in a zigzag pattern, which increases the viewing area, creates a sense of space, and makes the buildings rise and fall in height, adding spatial layers. The buildings within the headquarters have been turned and treated with a water-friendly approach. The language used in the landscape enhances this treatment, and this approach breaks the previous straight-line water boundary. The variation in height and the positioning of landscape elements help bring life to the water boundary and make it easier for people to approach the water. As a landscape design element, mountains and waters not only complement the architectural form but also have a practical connection with human activities.
